Book of Conditions for Buying 100 Tons Imported Combed Tops Wool

Request You Kindly Please To Provide Us by express mail or to deliver to the bureau of the general wool corporation by sealed envelope (the offers by fax will be rejected), With Your Final Prices Fob & C+F Lattakia For Quantity Of 100 Tons  ± 3 % Of Combed Tops Wool As Per The Following Technical Specifications:

1-Combed Tops neutral Raw Wool.

Quantity of \100\ tons with fiber diameter (34-36) micron. Average Fibers Length (10 ± 1) Cm.

2-Length CV Not Exceeding 40%.

3-Diameter CV Not Exceeding 30%.

4-Total grease &oil matter not Exceeding 2 %.

5-Sliver count should be 20±1.5 g/m

6-Quantity is To Be Packed And Wrapped In A Good Way To Protect the Wool from All Outer Effects.        7-Commercial regain 15% will be considered as correction factor at receipt the wool tops.

·                    The Final Date Of Accepting Offers Is MONDAY on 1/3/2010,at  /15/ p.m., Sy Time. and the offers   will be opened at next day.

·                    Validity of the offers not less than  (72) hours from the closing date.

·                    Prices To Be Presented In Euro.

·                    Partial Offers Are Accepted (Offerer Has The Right To Offer Any Available Qty). And The Company has the right to divide the offers.

·                    Offerer should mention the material origin.

·                    Offers are exempted From Bid Bond, and from participation stamp for the tender.

·                    Offers are exempted from duty stamp fees in case no official agent for the external offerer in Syria

·                    The Successful Bidder Will Be Requested To Present Final Guaranty At Rate 10% Of The Total Value Of The Confirmed Quantity This Guarantee Is To Be Presented By A Bank Letter Guarantee Via The Commercial Bank Of Syria or any accredited bank in Syria Within A Period 30 Days From The Date Of Notifying The Supplier The Order Confirmation. And The Guarantee Will Be Released After Receipt the Total Confirmed Quantity.

·                    Offerer should submit Declaration proves that, he is not banned sharing in tenders in Syrian    Arab Republic or contracting with public sides.

·                    Offerer should declare that he has no mill or establishment or branch in Israel.

·                    Payment by L/C, To be opened In the Soonest Possible Time. In Case Of Delay in Opening the     L/C, Supplier Has No Right to Ask for Any Interest. And The Company Has the Right To Divide the L/C.

·                    Charges out Side of Syria will be On the Supplier Account.

·                    Delivery Time Should Be Indicated In Details.

·                    Containers NRs requested for the shipment should be indicated .

·                    Shipment Is To Be Effected Within A Period 60 Days From The Date Of Notifying The Supplier The Opening Of The L/C From The Corresponding Bank. The Date of the L/C Notifying Will Be Considered As A Commencement Order. and the shipping time from the lading port to the arrival port (Lattakia )is to be as less as possible time and should not exceeding 45 days from the B/L date .  In Case Any Delay In

The Shipment, Supplier Should Pay Delay Penalty 0.1% (One Per Thousand) For Each Day of Delay from the Total Value of Each Lot Subject the Delay. But not exceeding 20% from the total value of the contract.

·                    Shipping Documents To be presented To the Corresponding Bank A.S.A.P., After the shipping date. In Case Any Demurrage caused By the Delay of Presenting the Documents to the commercial  Bank of Syria , it will be deducted From the Final Guarantee.

·                    In Case there is An Old Vessel extra charges  on the Irregular Vessel, These Fees will be deducted From the final Guaranty (just  for C+F base ).

·                    Testing Certificates & Reports Based On IWTO Are required to be presented and To Be Drawn By One Of The Following International Testing Centers:

NZWTA- AWTA – SGS

These Certificates & Reports Are To Be Duly Stamped By The Official Seal Of The Center And To Be Certified By Chamber Of Commerce Of The Center Country As Well As the Syrian embassy or From Any Arabic Diplomatic Presenting If It Is Available Or By The Ministry Of Foreign Affairs Of The Export Country. These Certificates Are To Be Considered As L/C Documents

Requested Certificates & Reports:

1- Average Fiber Length And Length CV.

2- Mean Fibers Diameter and Dai CV.

3-Grease &oil matter % For the Tops Wool.

4-Count of the tops Sliver.

In Case Not Sending the Requested Certificates or Reports, Our Laboratory Will Do the Tests Which Will Be the Bases for the Receipt of the Wool. In Case Any Infractions Our Company Will Impose

A Penalty According To the Size of the Infractions and The Supplier Has No Right to object...

·                    Sanitary Certificate To Be Represented And Should Be Legalized By The Agriculture And Foreign Affairs Ministers + Syrian Embassy At The Original Country Or Any Neighboring One.

·                    Original Final Commercial Invoice + Origin Certificate To Be Legalized By Syrian Embassy At The Origin Country Or Any Neighboring Country.

·                    In Case You Have A Commercial Legalized Agent in Syria. Legalized Photocopy of This Agency Should Be Presented Indicating In It the Commission Rate and The Percentage of the Commission Agent can be deducted From the L/C.

·                    The company has the right to confirm on FOB or C+F basis .

·                    The company has the right to increase or decrease the quantity at a rate of  ± 25%.

·                    Declaration Stating Accepting Our Terms And Conditions Is Required And Should Be Indicated Clearly In The Offer.

·                    In Case Of Any Dispute Arises Between The Contractors It Will Be Settled By Amicable Way, If Not Possible Then The Case Will Be Settled Through The Syrian Courts According To The Rules And Regulations Effected In Syria.

·                    Rules of Contracting Are Subject To the Law 51/2004 And The Book Of Condition Issued By Decree 450/2004.
